The Groote Archipelago Local Decision Making Agreement was signed on 14 November 2018, establishing a formal partnership between the Anindilyakwa Land Council and the Northern Territory Government. The agreement outlines the roles and responsibilities of each body in implementing the agreement for the benefit of education across the Archipelago.

GEBIPCAC is required to coordinate and implement of the aspects of the Local Decision Making agreement of which the Anindilyakwa Land Council has responsibility. Under the terms of the agreement, the ALC has agreed to implement particular elements relevant to education, with the Northern Territory Government, primarily through the Department of Education, required to implement their responsibilities.

Under the agreement, GEBIPCAC is responsible for (amongst others):

  • Establishment of Community–Led Governance across the Groote Archipelago Schools
  • Building an Independent Boarding School for Students Located in the Groote Archipelago
  • Prioritising Early Childhood Development and Education
  • Development of a Bi-Lingual Curriculum for the Groote Archipelago
  • Local Teacher Training
